What Does COSMOS Natural Mean? Natural Signature, Not Organic

By CleenBeez Team

General
COSMOS Natural

COSMOS NATURAL is a finished-product signature under the COSMOS-standard for cosmetics. It is not COSMOS ORGANIC and not USDA Organic.

What it means

Per COSMOS-standard AISBL, COSMOS NATURAL is available for products that comply with the COSMOS-standard in all respects but do not meet the minimum organic ingredient percentages required for COSMOS ORGANIC.

COSMOS ORGANIC is the sister signature for products that meet the same standard and the required organic percentages. Both signatures appear below the logo or mark of the responsible authorised certification body or association. Labels also show organic percentage information as specified by the standard (including formats that account for water and minerals that cannot be organic).

Who backs it

  • COSMOS-standard AISBL, an international non-profit owning the COSMOS-standard (cosmos-standard.org).
  • Authorised Certification Bodies inspect, audit, and issue certification; they operate internationally.
  • Founding and participating associations historically include major European natural/organic cosmetics associations (verify current member list on cosmos-standard.org if naming founders).

How it’s tested / verified

  1. Manufacturer chooses an authorised Certification Body.
  2. Audit of site and processes; product and raw-material review against COSMOS-standard plus technical guides.
  3. Ongoing annual audit plan (announced and unannounced complementary audits possible).
  4. Common COSMOS licence fee charged via Certification Bodies.
  5. Raw materials may carry COSMOS CERTIFIED (with organic content) or COSMOS APPROVED (non-organic but allowed) signatures. Those are distinct from finished-product NATURAL/ORGANIC signatures.

Standard version note: search/index materials referenced Version 4.2 applicability from 1 Sep 2025. Cite the version named on the official documents page at publish time. Full petrochemical percent caps and organic minima details were not fully excerpted in the research pack.

What it doesn’t mean

  • Not COSMOS ORGANIC (organic minimums not met).
  • Not USDA Organic (different jurisdiction and standard).
  • Not automatically vegan, fragrance-free, or EWG Verified.
  • “Natural” here is defined by COSMOS rules, not a vague marketing adjective.
  • Raw-material APPROVED/CERTIFIED marks do not mean the finished product is COSMOS NATURAL.

Pros

  • Internationally recognized natural cosmetics framework with authorised third-party certifiers.
  • Clear differentiation between NATURAL and ORGANIC signatures.
  • Restricts certain petrochemical approaches per standard rules (details in the full standard PDF).

Cons / limitations

  • Natural is not organic; shoppers may over-read the word “natural.”
  • EU-centric origin; U.S. shelf recognition varies.
  • Complexity of percent organic labeling and water/mineral exclusions.

How to shop for it

Look for the COSMOS NATURAL signature under the authorised body’s mark. If you want organic minimums, look for COSMOS ORGANIC instead. Do not treat COSMOS NATURAL as USDA Organic.

Bottom line

COSMOS Natural means full COSMOS-standard compliance without the organic percentage thresholds of COSMOS Organic. Keep USDA Organic separate.
