What Does EPA Safer Choice Mean? Whole-Formula Review for Cleaners

EPA Safer Choice

EPA Safer Choice is a voluntary U.S. Environmental Protection Agency program. It is not the same as Green Seal, Cradle to Cradle, or EWG Verified.

What it means

EPA Safer Choice allows qualifying products to carry the Safer Choice label when every intentionally added ingredient meets EPA’s Safer Choice criteria and the product meets the Safer Choice and Design for the Environment (DfE) Standard (current published Standard: August 2024). It focuses on safer chemistries for cleaning and related product classes, plus product-level requirements (performance, packaging, disclosure, and related items as defined in the Standard).

Companion program: Design for the Environment (DfE) logo for certain antimicrobial/pesticide-related products under related criteria. That is a distinct mark from Safer Choice.

Who backs it

  • U.S. EPA Safer Choice Program (Office of Pollution Prevention & Toxics), epa.gov/saferchoice.
  • Qualified third-party profilers review formulations; EPA performs QA and the partnership agreement.
  • The Safer Chemical Ingredients List (SCIL) lists many evaluated safer ingredients. SCIL is not a product certification by itself.

How it’s tested / verified

  1. Manufacturer confirms product eligibility against the Safer Choice Standard plus product-class criteria.
  2. Full formulation submitted to an EPA-qualified third-party profiler for ingredient-by-ingredient review against Master Criteria and functional-class criteria (surfactants, solvents, fragrances, enzymes, and others).
  3. Impurities and incidental ingredients above EPA’s insignificant level (EPA Standard references ≤0.01% / 100 ppm framing for incidental ingredients in disclosure context) must be considered per Standard rules.
  4. EPA QA; if approved, manufacturer enters a partnership agreement authorizing label use (historically multi-year partnership; confirm current term in EPA partnership docs).
  5. Ingredients alone from SCIL do not authorize Safer Choice claims without full product review and partnership.

What it doesn’t mean

  • Not “chemical-free,” organic, or natural.
  • Not a guarantee of zero irritation for every user.
  • Fragrance may still be present if fragrance ingredients meet Safer Choice fragrance criteria. Safer Choice is not Fragrance-Free.
  • SCIL listing of an ingredient does not mean a product is Safer Choice certified.
  • Not the same as Green Seal, Cradle to Cradle, or EWG Verified.

Pros

  • Government program with published science-based ingredient criteria.
  • Whole-formula review (not a single-attribute marketing claim).
  • Public Safer Choice product lists help shoppers verify.

Cons / limitations

  • Category-limited (cleaning and defined eligible classes). Not all personal care or food.
  • Partnership and reformulation cost and time.
  • Label does not communicate every trade-off (for example, still detergents with surfactants).
  • August 2024 Standard updates require checking implementation schedules for older certified products.

How to shop for it

Look for the Safer Choice label and confirm the product on EPA’s Safer Choice lists. Do not treat SCIL ingredient listings alone as product certification. Do not call it “FDA approved.”

Bottom line

Safer Choice is an EPA whole-formula cleaner program. Keep it separate from Green Seal, C2C, MADE SAFE, and Fragrance-Free.
