PETA’s Beauty Without Bunnies program (consumer-facing list now branded as PETA’s Ultimate Cruelty-Free List) is PETA’s cruelty-free company and brand listing program. It is not Leaping Bunny, and it is not automatically vegan.
What it means
Companies and brands submit legally binding statements that they and their ingredient suppliers do not conduct, commission, pay for, or allow animal tests on ingredients, formulations, or finished products anywhere, including future testing, meeting PETA’s published requirements.
PETA also maintains related lists (for example, companies that do test on animals; companies working for regulatory change) that are not the cruelty-free logo list.
Vegan is a separate PETA designation (cruelty-free plus no animal-derived ingredients). Do not equate the two.

- PETA review of attestations; listing on Ultimate Cruelty-Free List; logo use rules per PETA authorization.
- China market sales trigger additional questions because animal testing may still be required under some conditions. PETA FAQ addresses this explicitly.
- This is primarily an attestation plus PETA review model. It is not the same supplier-monitoring / fixed cut-off audit structure as Leaping Bunny’s CCIC Standard (different program).
What it doesn’t mean
- Not Leaping Bunny (different org, standard, monitoring rules).
- Not vegan unless also PETA-approved vegan.
- Not non-toxic, organic, or fragrance-free.

How to shop for it
Confirm the brand on PETA’s Ultimate Cruelty-Free List. If you also want no animal-derived ingredients, look for PETA’s separate vegan designation. If the product shows Leaping Bunny, that is a different program.
