What Does Plastic Neutral Mean? Credits and Recovery Are Not Plastic-Free

Plastic Neutral is a claim category, not a single universal government seal. It is not PVA-Free and not plastic-free.

What it means

In practice, Plastic Neutral usually means a company has measured plastic used in a defined scope (product, packaging, and/or operations) and funded recovery, collection, or recycling of an equivalent mass of plastic waste (often via plastic credits), sometimes alongside reduction commitments.

Important: Plastic Neutral is not plastic-free. Products may still contain and ship in plastic.

Multiple private programs use related language; examples researched (non-exhaustive):

  • Ocean Bound Plastic (OBP) Neutrality Certification subprogram: credits tied to collection/treatment of ocean-bound plastic; audited credit registry/retirement rules in OBP documentation.
  • rePurpose Global: commercial “plastic neutrality” certification messaging around measurement, reduction, and verified recovery credits.
  • Other credit/collection networks (for example, Plastic Bank) may support similar marketing. Verify the exact program named on-pack.

Identify which program substantiates a given product’s claim when known; otherwise treat as a generic offset-style claim.

Who backs it

Depends on the program named by the brand (OBP Certification, rePurpose Global, and others). No single EPA/USDA “Plastic Neutral” certification was identified.

How it’s tested / verified

Varies by program; common elements in credit-style schemes:

  1. Measure plastic footprint for certified scope.
  2. Purchase/retire verified recovery credits matching that mass.
  3. Chain-of-custody / audit of collection and end-of-life treatment.
  4. Logo use only for certified scope per brand guidelines.

Exact audit frequencies and credit methodologies should cite the specific program standard (for example, OBP PRO-STD) rather than inventing shared rules.

What it doesn’t mean

  • Not plastic-free, PVA-free, or biodegradable.
  • Not proof that the brand’s own packaging is recyclable in the buyer’s city.
  • Not a carbon-neutral claim (different impact category).
  • Credits do not erase local litter from that specific bottle.

Pros

  • Can finance collection infrastructure in high-leakage regions when programs are robustly verified.
  • Encourages footprint measurement transparency.

Cons / limitations

  • Offset critiques parallel carbon offsets (additionality, double counting, permanence). Acknowledge as limitation without invented fraud stats.
  • Fragmented market of schemes; consumer confusion.
  • May distract from absolute packaging reduction.

How to shop for it

Read which program is named on-pack (OBP Neutrality, rePurpose, Plastic Bank, or a brand self-claim). Prefer verified program documentation over vague “plastic neutral” marketing. Do not confuse with PVA-Free pod claims or plastic-free packaging.

Bottom line

Plastic Neutral is usually an offset/recovery claim about measured plastic mass. It does not mean the product or package is plastic-free or PVA-free.
